ABOUT ADRA: The Adventist Development and Relief Agency is an independent, humanitarian agency established for the specific purpose of providing individual and community development and disaster relief.  ADRA Yemen pursue a mission of changing the world by uplifting one life at a time. ADRA International serves 120 countries and is present in Yemen since 1995. Its programs are supported by USAID, BHA, The Japan Platform, DANIDA, GFFO, BMZ, IHA Canada, UNOCHA, WFP ...etc. It has presence in different Governorates in Yemen responding to 6 areas of humanitarian sectors. ADRA Yemen is undertaking programs in Yemen in the fields of health, nutrition, WASH, food security, livelihoods, and protection.

SUMMARY:
The Social and Behavior Change (SBC) Officer is responsible for leading the design, coordination, and implementation of all community engagement, awareness, and behavior change activities within the Project. This role supports the integration of SBC approaches across health, nutrition, MAMI, ICCM, and referral interventions to improve service uptake, promote healthy practices, and strengthen community ownership. The officer will work closely with Community Health Volunteers (CHVs), Community Midwives (CMWs), and facility staff to ensure consistent, evidence-based messaging and behavior change communication at all levels.

RESPONSIBILITIES:

The Social Behavior Change Officer will be responsible but not limited to:

  • Lead the development and implementation of the project’s SBC strategy, ensuring it aligns with Project objectives and ADRA Yemen’s communication standards.

  • Design and coordinate culturally appropriate SBC campaigns, messages, and tools that promote healthy behaviors across nutrition, maternal and child health, and disease prevention.

  • Work with ICCM, MAMI, Health and Nutrition, and Referral Officers to integrate SBC components into all community and facility-based interventions.

  • Build the capacity of CHVs, CMWs, and community leaders to deliver effective health and nutrition promotion sessions using participatory methods.

  • Supervise and support CHVs in planning and conducting household visits, community dialogues, and awareness events promoting IYCF, ANC/PNC, hygiene, and immunization.

  • Collaborate with MEAL and technical teams to conduct formative assessments, KAP surveys, and focus group discussions to inform SBC strategy and adapt messages based on community feedback.

  • Coordinate the production and dissemination of Information, Education, and Communication (IEC) materials, ensuring clarity, inclusivity, and cultural relevance.

  • Work with DHOs, GHOs, and community structures to align behavior change interventions with national health and nutrition priorities.

  • Monitor and document the quality and reach of SBC activities, capturing lessons learned and best practices for continuous improvement.

  • Prepare and submit timely activity reports, success stories, and case studies highlighting SBC impact on behavior and service utilization.

  • Collaborate with other sectors (WASH, Food Security, Livelihoods, and Protection) to promote integrated, multi-sectoral messaging at community level.

  • Promote community participation and ownership by strengthening feedback loops between CHVs, health facilities, and community members.

  • Ensure safeguarding, gender equity, inclusion, and accountability principles are embedded across all SBC interventions.

  • Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC).

  • Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders

  • Perform other duties as assigned by the Health and Nutrition Coordinator Project.

QUALIFICATIONS AND SKILLS:

  • Bachelor's degree in communications, social studies, humanitarian response, or any related field is required.

  • 3 years of extensive experience with promoting behaviors at the community level such as community mobilization or community health.

  • Experience with using SBC approaches, such as mother-to-mother groups, care groups, EAST approach, and the community scorecard approach.

  • Strong understanding with Health, Nutrition, Wash, Food Assistant, Protection and GVB Programs.

  • Ability to train others using adult learning and participatory learning methods, as opposed to top-down lecturing.

  • Experience with managing other people.

  • Strong communication, facilitation, and training skills

  • Understanding of the different factors that prevent or encourage change behavior.

  • Proficiency in MS Office (MS Excel, Word)

  • Excellent English and Arabic Languages (Writing and speaking) are required.

  • Very good reporting skills

  • Willingness to spend at least 50% of work time in the field.

  • Having experience with ADRA is preferable and adds value
