Organisation background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services and trainings to support humanitarian access.
INSO provides daily support to more than 1200 NGOs operating in 22 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands, the international city of peace and justice.
INSO Yemen
INSO started providing services in south Yemen based in Aden to support overall humanitarian access. INSO is now looking to grow its programs team to provide insightful and tailor-made advice and support for NGOs.
Overall Purpose of Role
The Deputy Safety Advisor (DSA) works with the Safety Advisor (SA) to fulfil INSO’s core mission of helping NGOs understand the context and mitigate risks. The DSA assists in the process of gathering relevant information, organising and analysing data, and preparing reports when is relevant to support decision-making. At the same time, the DSA assists in different processes such as crisis management support, engaging with various stakeholders, among other areas. The DSA supports the SA in ensuring INSO services are relevant and correspond to evolving partners needs in the field (principle of proximity). Moreover, this position supports SA in the management of a local information network and manages the team/office in the SA absence. The DSA may be involved in INSO activities in the south to collect information pertaining to the north, currently envisaged as being done through open source data collection, as well as interviews with key informants and other contacts in the south.
Main Duties and Responsibilities
Assist the SA with the regional representation of INSO and the delivery of service
Coordinate the national team in the region, and lead service delivery in the SA absence
Monitor, analyse, and report changes in the local contexts with potential impacts for NGO partners in its areas of intervention
The DSA collaborates in the review and validation of data collected and arranged at the CHDC
Assists the SA to prepare and issue regular reports, area assessments, and other INSO products requested by the NGO partners
Supports in open source data collection, as well as interviews with key informants and other contacts in the south on topics pertaining to the north
Works with the SA to analyse the operating environment and identify trends
Leads and delivers on field assessments by conducting frequent field visits of areas of programmatic interest for NGO partners, always engaging with stakeholders/authorities
Works in proximity with NGO partners in the field
Attends regular meetings to build relations with partners and remain up to date on humanitarian activities in the area
Translates relevant communications from Arabic into the working language of the country office (English) and vice-versa
PERSON SPECIFICATION
Knowledge, Skills and Experience
Essential:
Bachelor’s degree or equivalent certification
2 years or more prior experience with the delivery or management of humanitarian assistance in insecure field settings, civil-military co-ordination with parties to the conflict in Yemen, or social science/research pertaining to humanitarian matters
Fluency in Arabic
Working proficiency (written and oral) in English
Willingness to frequently travel around the south of Yemen and willingness to cover issues in the north, remotely
A good understanding of NGO safety best practices and a willingness to learn
A proven ability to develop and maintain working relationships with partners
Excellent computer skills and knowledge of Windows and Microsoft Office programs
Previous experience with or demonstrated capacity to learn how to work with data analytics tools
Nice to Have:
Experience in project/team management
Experience in drafting situation reports and short briefings, experience in crisis management and support to NGOs
Experience delivering frontline assistance or services, including in humanitarian or medical settings
Experience in humanitarian negotiations for access (e.g., with parties to the conflict or communities)
Capacity to work with minimum supervision and maintain high level of engagement
