SUMMARY:
The Health and Nutrition Referral Officer is responsible for managing and coordinating the project’s emergency referral system, ensuring that patients, particularly mothers and children, receive timely access to essential and life-saving care. The Officer will oversee the implementation of the Emergency Referral Voucher (ERV) scheme, strengthen two-way referral pathways between community and facility levels, and ensure effective collaboration among Community Health Volunteers (CHVs), health facilities, and transport providers. He/she will work closely with health facility teams, DHOs, and GHOs to ensure seamless communication, accountability, and documentation of all referrals.
RESPONSIBILITIES:
The Health and Nutrition Referral Officer will be responsible but not limited to:
Lead the planning, coordination, and implementation of the Emergency Referral Voucher (ERV) system, ensuring all eligible patients access timely care.
Establish and maintain an effective two-way referral mechanism between community health volunteers (CHVs), community midwives (CMWs), and supported health facilities.
Ensure accurate registration, tracking, and follow-up of all referred cases using standardized ledgers, registers, and digital tools.
Monitor the functionality and effectiveness of referral pathways from community to facility and from facility to higher-level care (secondary/tertiary).
Collaborate with ICCM, MAMI, SBC, and Health & Nutrition Officers to integrate referral mechanisms across all project components.
Coordinate with DHOs, GHOs, and transport providers to ensure safe and efficient movement of patients under the ERV system.
Oversee the printing, distribution, and documentation of emergency referral vouchers and ensure all vouchers are properly accounted for.
Support health facilities in the management of ERV service fees and maintain transparent financial documentation in collaboration with the logistics and finance teams.
Ensure availability of referral tools, registers, and reporting forms at both community and facility levels.
Conduct regular supervision visits to monitor referral activities, verify documentation, and provide on-the-job support to CHVs and facility focal points.
Train CHVs, CMWs, and facility staff on referral criteria, documentation, and feedback systems.
Coordinate with MEAL and technical teams to analyze referral data and produce monthly and quarterly progress reports.
Promote and monitor the inclusion of vulnerable groups (e.g., pregnant women, malnourished children, persons with disabilities) within the referral system.
Ensure safeguarding, gender sensitivity, inclusion, and accountability standards are upheld throughout referral operations.
Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC).
Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders.
Perform other relevant duties as assigned by the Health and Nutrition Coordinator.
QUALIFICATIONS AND SKILLS
Bachelor's Degree in health & nutrition or equivalent; (nursing, midwifery, and other Medical qualifications desirable) from any recognized institution.
Demonstrated experience in health/nutrition programming with at least 3 years of experience in health/nutrition or related field, preferably in humanitarian NGOs.
English and Arabic languages (writing and speaking) are required.
Proficiency in Microsoft Office (Word, Excel, PowerPoint) and data management tools.
Strong understanding of emergency referral systems and health service delivery within humanitarian contexts.
Experience in coordinating referral mechanisms and managing community–facility linkages.
Excellent data management, monitoring, and reporting skills.
Good communication and coordination abilities with multiple stakeholders, including DHOs and GHOs.
